Can the welding procedure qualification for S31603 and Q345R cover the criteria for evaluating S30403 and Q245R?

I’m confused about sections 6.1.2.1d and 6.1.2.2 on page 36 of NB47014 – these both refer to single categories or single groups. In my case, it involves weldability assessments for different categories of base materials (one of which is no longer within the Fe-1~Fe-5A category); can such assessments cover materials from the same group as those base materials?
