The Ministry of Science and Technology has officially abolished the process of evaluating scientific and technological achievements, according to a report on Guangming Net dated 08-18 at 15:28. Recently, in line with the provisions of the “Notice from the General Office of the State Council on Matters Related to the Review of Administrative Regulations, Departmental Rules, and Documents” (Guo Ban Han [2016] No. 12), and adhering to the principles of governing according to law, transforming functions, strengthening supervision, and improving services, as well as the goals of stabilizing growth, promoting reform, adjusting the economic structure, and benefiting people’s livelihoods, the Ministry decided to revoke regulations such as the “Measures for Evaluating Scientific and Technological Achievements”. After the abolition of the \"Measures for the Evaluation of Scientific and Technological Achievements,\" in accordance with the \"Decision on Improving the Evaluation of Scientific and Technological Achievements issued by five ministries and commissions including the Ministry of Science and Technology and the Ministry of Education\" as well as the relevant provisions of the \"Measures for the Evaluation of Scientific and Technological Achievements issued by the Ministry of Science and Technology,\" scientific and technological administrative departments at all levels shall no longer organize the evaluation of scientific and technological achievements on their own; such evaluations shall be carried out by professional evaluation institutions commissioned by the parties requesting the evaluation. As an important part of the transfer and transformation of scientific and technological achievements, the evaluation of such achievements has evolved. The previous practice of having **science and technology authorities assess these achievements is no longer suitable for the current circumstances. Instead, engaging third-party professional evaluation agencies to conduct objective and fair assessments of the scientific, technical, economic, and social value of these achievements helps to gain the recognition of investors and partners, facilitates smooth technology transactions, and also makes it easier to obtain **support. The Notice on the 13th Five-Year Plan for Scientific and Technological Innovation issued by the State Council also regards third-party evaluation results as an important basis for providing financial support for scientific and technological activities. In order to explore and establish a new market-oriented evaluation mechanism for scientific and technological achievements, the Ministry of Science and Technology launched pilot projects for such evaluations in 2009. As a representative of these pilot institutions, the China Science and Technology Achievement Evaluation Center (Beijing) is China’s first third-party professional organization for evaluating scientific and technological achievements, established with the approval of the Ministry of Science and Technology and other relevant departments. It has worked together with these departments as well as entities such as the China National Institute of Standardization to develop evaluation indicators and procedures for assessing scientific and technological achievements. It is understood that Zhongke Hechuang has assembled a high-level, authoritative team of experts numbering over 1,000, who are capable of carrying out evaluations of scientific and technological achievements in various fields. To date, over 800 meetings for the evaluation of scientific and technological achievements have been held, with more than 7,000 experts invited to participate. The scientific and technological achievements that passed the evaluation conducted by Zhongke Hechuang have secured nearly 350 million yuan in funds through direct financing, **support, and license transfers. It is evident that having professional evaluation agencies carry out the assessment of scientific and technological achievements will **promote the transfer and transformation of such achievements in our country.
