Interaction on the concepts of occupational health and safety management -- 01: The development and implementation of an occupational health and safety management system are the most important and critical aspects of management. Based on the actual situation of the organization, into how many stages can the initial development process of the system be divided? (1) Preparation phase: Establish a team for the development and implementation of the health and safety management system; the top management appoints the team leader and members, and defines their responsibilities and tasks. (2) Initial assessment phase: The team evaluates and analyzes the current status of health and safety management. This includes risk identification and assessment, accident statistical analysis, training requirements, legal and regulatory requirements, resource needs, etc. Identify the advantages and disadvantages of the existing management system, and ultimately prepare an initial evaluation report. (3) Planning and design of the system: Based on the initial assessment, the top management establishes the company’s policies for controlling major risks, as well as the framework for the management system, rules and regulations, operational procedures, and the objectives for occupational health and safety management over the annual period or a specified timeframe, and makes these available to all employees. (4) Preparation of system documents: Based on the initial identification and assessment of health and safety hazards and their risks, and in accordance with the requirements of the systematic elements of OHSAS 18001 or other equivalent standards as well as the operational model of the system, health and safety management system documents are prepared in line with the design and planning of the system. The structure of system documents, tailored to different entities, should include at least three main levels: Part 1: System manuals and policy documents (Manual & Policy) ； Part Two: Management Procedure Documents for System Elements (Programs or Elements) ； Part Three: Operational procedures and other technical support documents (Standards, Procedures & Guidance). (5) Planning and implementation phase: In accordance with the company’s policies and objectives, the implementation team develops a detailed plan and strategy for execution. Such as the promotion and application of training plans, training certificates and records, management procedures, work standards, and operating procedures. All procedures and documents are officially issued to fully implement the health and safety management system across the company. (6) Inspection and correction: During implementation, managers at all levels regularly use various methods to check the progress of execution and monitor relevant indicators such as the incidence rate of health incidents. Once an accident occurs, its immediate causes and systemic causes should be carefully analyzed ； The implementation team must conduct internal audits regularly and submit audit reports to management in the end. (7) Management review: The company’s top management conducts a comprehensive evaluation of the functions and advantages/disadvantages of the management system, based on the internal audit reports and the implementation results over one year (or a certain period of time) ； Modify the relevant documents to formulate new policies, objectives, and improvement measures for the next cycle. Continuously improve the system and make ongoing enhancements. (8) System certification: After the system is developed, an application can be submitted to a third-party certification body for OHSAS 18001 certification. The certification process includes: pre-review (optional), initial review, and formal review. Upon certification, depending on the actual conditions of the enterprise (or organization), internal audits and management reviews can be conducted every six months or once a year, in addition to regular audits by third parties, in order to ensure the proper operation of the system and its continuous improvement.
