According to reports from the Polaris Environmental Recruitment Website, in order to further advance Ma’anshan City’s strategy for sustainable urban development and to create an eco-friendly city, Ma’anshan City decided, through an open bidding process, that China Everbright International Co., Ltd. and Jiangdong Holding Group Co., Ltd. would undertake the construction of a waste incineration power plant in Ma’anshan under a franchise model. On January 2, 2014, China Everbright International Co., Ltd. and Jiangdong Holding Group Co., Ltd. signed a joint venture agreement, and on April 17, 2014, the joint venture company – Everbright Jiangdong Environmental Energy (Ma’anshan) Co., Ltd. was officially established. The Ma’anshan municipal solid waste incineration power generation project has a total capacity to process 1,200 tons of municipal solid waste per day; its total investment amounts to 520 million RMB, and it requires approximately 110 mu of land. The first phase is designed to handle 800 tons of municipal solid waste per day; it requires an investment of 450 million RMB to build 2 incineration lines with a capacity of 400 tons per line each, enabling the treatment of 266,600 tons of waste per year. Two 7.5 megawatt generator sets and related supporting facilities will be installed, with completion and operation scheduled for 2016. The second phase will add another incineration line with a capacity of 400 tons per day. The service area for waste disposal includes the urban areas of Ma’anshan City (Huashan District, Yushan District, Bowang District) and Dangtu County. The main process system is planned to consist of a \"mechanical grate-type waste incinerator + waste heat boiler + steam turbine generator set + combined flue gas treatment system (SNCR + semi-dry method + activated carbon injection + bag filter)\“. Once the project is operational, electricity will be generated by utilizing the waste heat from waste incineration, and this electricity will be fed into the local power grid. The technical solution proposed for this project fully meets the requirements of waste incineration technology; it builds upon the incineration techniques currently in use both domestically and internationally, with further improvements and optimizations made. The environmental emission standards are even better than those specified in the EU’s 2000 standards. The flue gas monitoring system will be connected to the local environmental protection authorities, allowing all emission figures to be made publicly available in real time. Once completed, the facility will become a garden-like plant with an excellent environmental profile. Currently, the Ma’anshan Environmental Sanitation Bureau, China Everbright International Co., Ltd., and Jiangdong Holding Group Co., Ltd. have signed a Franchise Agreement and a Waste Treatment Service Agreement, granting a franchise period of 30 years (including a 2-year construction period).
