On the morning of the 24th, the construction platform for the cooling tower under construction at the third phase of the Fengcheng Power Plant in Jiangxi collapsed, resulting in the collapse of a concrete walkway; this incident has caused 74 deaths and 2 injuries. This is the accident with the highest death toll this year, as well as the most severe casualty incident in the power industry in more than a decade. At present, the three-system certification certificate of the construction company Hebei Yinen Smoke Stack Engineering Co., Ltd. has been suspended. According to official announcements, the contractor for the third-phase expansion of Fengcheng Power Plant is Hebei Yinen Flue Stack Engineering Co., Ltd. According to the corporate information lookup system, the company was established on October 29, 2003, with a registered capital of 100 million yuan. Its legal representative is Zhang Yunping, and its business scope includes chimney construction projects, steel structure projects, materials for cooling towers, and materials for chimneys. By logging in to the official website of the Certification and Accreditation Administration, it can be found that Hebei Yinen Smoke Stack Engineering Co., Ltd. obtained certification for its quality management system, environmental management system, and occupational health and safety management system in the construction industry on June 28, 2016, from Beijing China Construction Association Certification Center Co., Ltd. Currently, the company’s three-system certification certificates have been suspended, with records indicating that the change took effect on November 24, 2016. According to the Beijing News, a search online for the company revealed that in 2010, media reports stated that the 8,500-square-meter cooling towers built by this company for the Hebei Guohua Dingzhou Power Plant and those for the Henan Qinbei Power Plant won the \"Lu Ban Award\". However, further research revealed that projects undertaken by Hebei Yinen Smoke Stack Engineering Co., Ltd. have experienced safety accidents in recent years that resulted in deaths and injuries among workers. The Guangzhou Work Safety Supervision Bureau reported that at 22:00 on April 14, 2009, at the construction site of the cooling tower for the second phase of the Guangzhou Nansha Huangge Thermal Power Plant, located in the Nansha District, the project was being built by Hebei Yinen Smoke Tower Co., Ltd. with Beijing Desheng Supervision Company acting as the supervisor. At the cooling tower construction site, a truck crane collided with a support column of a working platform while moving backward, causing the platform to collapse. Two workers on that platform, Zhang and Liu, were killed by the falling platform, while another worker was injured. Other media reports indicate that on June 8, 2012, during the construction of a cooling tower as part of a coal-and-power integration project in Weixin County, Yunnan, Hebei Yinen Flue Stack Engineering Company, which is a subcontractor of Hunan Thermal Power Construction Company under China Energy Engineering Group Corporation, along with its labor partner, Hebei Handan Zhonghe Construction Labor Co., Ltd., experienced a scaffold collapse that resulted in 7 deaths. One of the indirect causes of this accident was the failure of the general contractor, the construction unit, and the labor cooperation units to fulfill their responsibilities regarding safety production; inadequate supervision and inspection, imperfect safety production management structures and systems, insufficient safety training, chaotic safety production management, and the fact that workers performing special tasks were working without the required certificates.
