Solving Henry's law

As is well known, the principle behind deoxidation in hydrogen production deoxidization tanks is Henry’s law; our hydrogen production deoxidization tank uses steam for heating purposes to achieve deoxidation. Well, according to Henry’s law, if I don’t use steam for deoxygenation but instead opt for vacuum pumping, can I still achieve deoxygenation?

The steam used in our deoxidizer is saturated steam generated from the waste heat of medium-pressure gas, thus making use of that waste heat.
