On November 28, the Yangtze River Water Resources Commission under the Ministry of Water Resources held a review meeting for the water resources assessment report of the 2 million tons per year coal-based clean fuel project in Bijie, Guizhou, in Wuhan. The meeting agreed that the Report generally meets the requirements of the \"Guidelines for Water Resources Assessment of Construction Projects\" (SL322--2013); after being supplemented, revised, and improved in light of the meeting’s suggestions, it can serve as a technical basis for obtaining water use permits for the 2 million tons per year coal-based clean fuel project in Bijie, Guizhou. Evaluation meeting for the EPC project of pulverized coal gasification held On the morning of November 19, a consultation meeting for experts evaluating the EPC project of pulverized coal gasification for Guizhou Yufu Bijie’s 2000,000 tons per year coal-based clean fuel project was held in Guiyang. The conference lasted 5 days, and the bid evaluation advisory expert group was composed of 18 experts and design masters from the domestic coal chemical industry. The conference came to a successful conclusion after six bidding consortia presented their proposals, outlined measures tailored to address the challenges posed by the high-gravity, high-ash, and high-sulfur coal in Guizhou based on their respective technical strengths, followed by clarifications, expert questions, and responses to those questions. Sinopec Ningbo Engineering Co., Ltd., China Tianchen Engineering Co., Ltd., Huisheng Engineering (China) Co., Ltd., Aerospace Changzheng Chemical Engineering Company, China Global Engineering Corporation, and China Wuhuan Engineering Co., Ltd. presented their bids and answered the experts’ questions. The coal indirect liquefaction oil production project in Bijie, Guizhou, received approval in April 2014, in the form of a **reply from the General Office of the National Development and Reform Commission granting consent for the initiation of preliminary work on the project. The project is located in Nayong County, with an annual production capacity of 6 million tons of oil products and related chemical products. The total investment amounts to 100 billion yuan, making it the largest coal-to-oil project planned to date. The project will be constructed in two phases. The first phase of the 2 million tons per year coal-to-oil project is planned to require an investment of 34 billion yuan. The project owner is Guizhou Yufu Energy Development Co., Ltd. (Yufu Energy), with a registered capital of 50 million yuan. Chongqing Yufu Asset Management Group Co., Ltd. (Chongqing Yufu) holds 40% of the shares. KESYO Technology Co., Ltd., which has backing from the Shanxi Coal Chemistry Research Institute of the Chinese Academy of Sciences as well as enterprises such as Inner Mongolia Yitai Group and Shenhua Group, holds a 10% stake in Yufu Energy.
