Industry Standard of the People’s Republic of China: Standard for Design of Urban Public Toilets CJJ 14-2016. Approval authority: Ministry of Housing and Urban-Rural Development of the People’s Republic of China. Date of implementation: December 1, 2016. Announcement No. 1298 by the Ministry of Housing and Urban-Rural Development of the People’s Republic of China: Announcement on the issuance of the industry standard “Standard for Design of Urban Public Toilets”. The “Standard for Design of Urban Public Toilets” is hereby approved as an industry standard, with the code CJJ 14-2016, and it shall come into effect as of December 1, 2016. Among them, clauses 4.2.7, 4.5.4, 5.0.11, and 7.0.1 are mandatory provisions that must be strictly implemented. The original \"Design Code for Urban Public Toilets\" CJJ 14-2005 is also repealed simultaneously. This standard was organized by the Standard Quota Research Institute of our ministry and published by China Architecture & Building Press. The main technical contents of this standard are: 1. General provisions ； 2. Terminology ； 3. Basic Provisions ； 4. Design requirements ； 5. Fixed public toilets ； 6. Mobile public toilets ； 7. Accessibility facilities in public restrooms. The main technical changes in this standard revision are: 1. Adjusted the names and contents of relevant sections ； 2. The general provisions have been enhanced ； 3. Terminology definitions have been revised ； 4. Added design elements regarding the proportion and quantity of toilet stalls ； 5. Added requirements for the installation of a third restroom, details regarding the layout of facilities, as well as specific requirements for water conservation and odor prevention in the sanitary fixtures of public restrooms ； 6. The original Chapter 4 on the design of standalone public toilets and Chapter 5 on the design of attached public toilets have been combined into Chapter 5 of this standard. The provisions marked in bold letters in this standard are mandatory and must be strictly implemented. This standard is under the administration of the Ministry of Housing and Urban-Rural Development, which is also responsible for interpreting its mandatory provisions; the Beijing Institute of Environmental Sanitation Design is in charge of interpreting the specific technical details.
