In recent years, there have been numerous casualties resulting from liquid ammonia leaks in the ammonia treatment systems used for flue gas denitration, due to the lack of eyewash stations equipped to handle such leaks. For example, in a plant owned by Jilin Baoyuan Fengqin Industry, a short circuit in the electrical wiring caused combustible materials around to catch fire; the high temperatures generated by the fire led to explosions in the ammonia equipment and pipelines, resulting in a massive release of ammonia gas. This incident resulted in 120 deaths and over 70 people suffering serious injuries. Investigations revealed that the company did not have any eyewash stations available to help those affected by the ammonia leak. The victims injured by the explosion did not receive timely treatment using eyewash stations, and this accident served as a stark reminder to the company of the importance of having emergency eyewash stations for safety purposes. Based on our many years of experience, we have developed guidelines on how injured persons at the scene should use eye wash stations, as well as emergency response procedures and plans. These plans were developed through extensive research into various liquid ammonia leakage scenarios that can occur, in order to establish emergency response procedures for using eyewash stations as well as rescue protocols. Operation procedure for liquid ammonia leak eye washers: When contaminants splash onto the eyes, face, or neck. Rapidly clean using an eye washer: remove the dust cover, gently push the control valve, and water will automatically flow out from the eye washer nozzles. Once the water is flowing in an arc shape, bend down and slowly approach the stream of water while keeping your eyes open; clean your eyes and face for at least 10–15 minutes. Operation and emergency response plan for liquid ammonia leak eye wash stations: A minor leak in the ammonia-related equipment, coupled with system isolation, can cause the unit’s denitration device to stop operating. First, activate the on-site emergency response team established in advance by the enterprise: including the team leader, personnel responsible for desulfurization and denitrification operations, maintenance department staff for emergency handling, fire fighting personnel, and security personnel ； These personnel need to have clear responsibilities: the team leader is responsible for directing emergency response efforts at the site, while those tasked with desulfurization and denitrification operations carry out emergency measures such as system isolation, spraying, and preventing the release of waste liquids in accordance with the operating procedures. They guide firefighters and maintenance workers in carrying out rescue efforts until the shift supervisor arrives. The maintenance workers are responsible for fixing equipment defects, while the firefighters assist with on-site rescue operations. Security personnel are tasked with isolating the accident site and ensuring the evacuation of people from there. Injured persons are classified as mild, moderate, or severe. Mild and moderate cases are first given protective measures at the scene and treated using the available emergency eye-washing equipment, while severely injured persons are rushed to the nearest hospital.
