Distance between steam pipes and stairs

There is now a 15-kilogram steam pipeline, and there is no suitable path on site; it currently passes underneath the external staircase. I checked some standards but couldn’t find any requirements regarding the distance between steam pipes and stairs; is it appropriate to arrange the pipes in this way?
Wear whatever you like; don’t worry, it’s also insulated
What is the diameter? What is the extent of the impact in case of leakage or explosion?
It just doesn’t seem very safe; the pipe diameter is DN200, and there’s also a flow meter located about 2 meters away from the stairs
