I. Situations of extremely serious accidents. At 10:30 on June 26, within Yizhang County, Chenzhou City, Hunan Province, at the 33.9-kilometer mark along the Yifeng Expressway, a tour bus operated by Hengyang Junda Tourism Group of Hunan Province (license plate: Xiang D94396; rated capacity: 55 passengers, actual number of passengers: 55) crashed into the central guardrail of the expressway and subsequently caught fire. The incident has resulted in 35 deaths. On October 31, a gas explosion occurred at the Jinshangou Coal Mine in Laisu Town, Yongchuan District, Chongqing, resulting in 33 deaths. At around 7:40 on November 24, the construction platform of a cooling tower at the site of the third phase of the Fengcheng Power Plant in Jiangxi collapsed, resulting in 74 deaths and two injuries. On December 4, a gas explosion at the Boma Mining site in Chifeng City, Inner Mongolia, resulted in 32 deaths and many injuries. II. Details of the major accident: At 00:50 on February 27, a fishing vessel registered in Jiaozhou City, Qingdao, Shandong Province (Lu Jiao Yu 60968) sank after colliding with a cargo ship operated by Anhui Xinri Jianghai Shipping Co., Ltd. (Xinri No. 6) in waters near 35°35.8′ N latitude and 120°57.5′ E longitude. The collision resulted in five deaths and five people going missing from the fishing vessel. At 10:53 on March 6, a coal and gas outburst occurred at the Songshu Town Coal Mine operated by Tonghua Mining Company of Jilin Coal Group in Jiangyuan County, Baishan City, Jilin Province. The incident resulted in 12 deaths and 7 injuries. At 23:46 on March 23, in Shanyin County, Shuozhou City, Shanxi Province, blasting operations at the Anping Mine of Tongsheng Company under the Tongmei Group led to a large-scale collapse of the goaf, generating blast shock waves that resulted in 20 deaths and 1 injury. At 18:35 on April 3, a roof collapse occurred at the Tianli Coal Mine in Shache County, Kashgar Region, Xinjiang, resulting in 5 deaths, 5 people trapped, and 1 injured person. At 5:40 on April 13, at the Dongjiangkou Prefabrication Plant of Company 1 of CCCC Fourth Harbor Engineering Co., in Dongguan City, Guangdong Province, a gantry crane slid along its tracks to the end of those tracks, where it overturned and crushed a makeshift shed, resulting in 18 deaths and 19 injuries. At 8 a.m. on April 25, an underground water inrush and mud collapse accident occurred at the Zhaojin Coal Mine in Yaozhou District, Tongchuan City, Shaanxi Province, resulting in 3 deaths and 8 people trapped. At 7:56 on May 7, in waters 100 nautical miles east of Ningbo, Zhejiang Province, a fishing vessel named \"Lu Rong Yu 58398\" from Weihai, Shandong Province (carrying 19 people) collided with a Maltese cargo ship named \"Catherine,\" resulting in the vessel sinking. This accident led to 2 deaths and 17 people remaining missing. At around 0:00 on May 12, a Zhejiang Zhoushan-registered fishing vessel, the “Zhedaiyu 11307” (carrying 17 people), went missing in waters near 31°26’N latitude and 122°46’E longitude. As a result, all 17 people on board are unaccounted for. At 14:40 on June 4, the tourist ship \"Shuanglong\" belonging to the Sichuan Guangyuan Ship Company (with a capacity of 40 people but carrying 18 on board) overturned and sank while passing through Group 3 of Feifeng Village in Sandui Town, resulting in 1 death, 14 people missing, and 3 injuries. At 16:50 on June 22, during the demolition work for the relocation of the fourth sedimentation system as part of the energy-saving and emission-reduction upgrade project at the alumina plant of China Alumina Company’s Henan branch, located in Shangjie District, Zhengzhou City, Henan Province, the roof of tank number 4 collapsed. The construction workers fell along with the roof, resulting in 11 deaths. At around 22:00 on July 1, in Baodi District, Tianjin, 24 kilometers and 300 meters down the Jinji Expressway, a bus collided with the guardrail before falling into a riverbank ditch, resulting in 26 deaths. (1) At 16:15 on August 16, a fire broke out at the Xigou Mine of Jiugang Group in Sunan County, Zhangye City, Gansu Province, resulting in 12 deaths. (2) At around 21:00 on August 21, in Ziyun County, Anshun City, Guizhou Province, at kilometer 222.3 of Provincial Road 209, a large regular passenger bus (Guizhou GBC002, with a capacity of 39 passengers and 39 passengers on board) overturned, resulting in 11 deaths and 9 injuries (2 of whom were seriously injured). 1. At 20:07 on September 24, a serious traffic accident occurred on Highway G10 between Chifeng and Hailar in Yakeshi City, Hulunbuir, Inner Mongolia, involving a passenger bus; 8 people died and 32 were injured. At around 7 a.m. on September 27, a gas explosion occurred underground in Mine No. 3 of the Ningxia Linli Coal Company, located in Dawukou District, Shizuishan, Ningxia. As of 8 a.m. on September 28, the incident had resulted in 18 deaths and 2 people remaining missing. At 18:47 on October 13, on Route S352 at the 65KM+748M mark in Eshan Town, Yicheng District, Zaozhuang City, Shandong Province, a semi-trailer tractor with the license plate number Lu HBV575 collided with an agricultural tricycle carrying 11 people in total. As a result, 9 people on the tricycle died on the spot, while 2 others died despite efforts to save them. At around 9 p.m. on November 29, an accident occurred at the Jingyou Coal Mine in Qitaihe City, with 22 people trapped underground; their whereabouts remain unknown. III. Information on major accidents 1. In the metallurgical machinery industry, at 1:30 a.m. on February 27th, in Linfen City, Shanxi Province, three workers from Workshop 2 for precision manufacturing at Huaxiang Group Co., Ltd. fell into a sand storage tank while cleaning it and were buried under the sand, resulting in their deaths. At 8:20 on February 28, a boiler explosion occurred at Haoyuan Building Energy-Saving Materials Co., Ltd. in Xun County, Hebi City, Henan Province, resulting in 3 deaths. At 11:35 on April 4, in Qufu City, Jining Province, Shandong, a worker at the Babao Mountain Calcium Oxide Factory suffered carbon monoxide poisoning inside a lime kiln; three others also became poisoned while attempting to rescue him. The accident resulted in a total of 4 deaths. At around 9 a.m. on April 15, an heating boiler at Gaoxin Water-Resistant Coatings Co., Ltd. in Anyang County, Anyang City, Henan Province, exploded, resulting in 3 deaths. At 16:09 on April 29, an explosion occurred at Jingyi Xing Hardware Factory in Guangming New District, Shenzhen, Guangdong, during the polishing of aluminum alloy parts, resulting in 4 deaths and 6 injuries. At 13:21 on May 21, an explosion and fire broke out at Zhengzhou Changhong Precision Equipment Co., Ltd. in the High-Tech Zone of Zhengzhou City, Henan Province; this incident also set fire to the adjacent Zhengzhou Shengke Apparel Co., Ltd., resulting in 6 deaths and 7 injuries. 2. Railway transportation industry: At 8:40 on May 7, in Kelan County, Xinzhou City, Shanxi Province, train No. 52351 operated by Shanxi Xishan Jinxing Energy Co., Ltd. collided with a farm vehicle on the Ke-Wa Line, resulting in three deaths. At 17:19 on May 12, an accident occurred while villagers from Yankeng Community in Jindu Town, Gaoyao District, Zhaoqing City, Guangdong Province were illegally quarrying stones in the mountains, resulting in 3 deaths. In the early hours of May 14 (the exact time is under investigation), in Jinhaihu Town, Pinggu District, Beijing, an accident occurred while seven people were illegally mining for gold, resulting in five deaths. At 12:30 on July 3, an explosion occurred at an illegal limestone mining site in Wulaqianqi, Bayannur, Inner Mongolia, leaving 6 people missing. At around 18:00 on July 9, an oxygen deficiency accident occurred at the dust removal project of Guangyao Foundry Co., Ltd. in Wu’an City, Handan Province, Hebei, resulting in 5 deaths. At 2:30 p.m. on July 13, an collapse occurred during drilling operations at Changqing Oil Production Plant No. 3 in Jingbian County, Yulin City, Shaanxi Province, resulting in 3 deaths. At 1:20 a.m. on August 20, an explosion occurred in a vacuum drying oven at Tiansheng Electrical Company in Jia County, Pingdingshan City, Henan Province, resulting in three deaths. 3. Construction industry: (1) At 14:18 on February 26, an partial collapse occurred during renovation and demolition work in Room 405, Building 27, Xinxueqian Lane, Anyuan District, Pingxiang City, Jiangxi Province, resulting in 6 deaths and 1 injury. (2) At 15:15 on February 26, an avalanche occurred at the construction site of the underground plant in Bianzigou of the Fengning Pumped Storage Power Station in Fengning County, Chengde City, Hebei Province, resulting in 4 deaths. (3) At 14:40 on March 2, a wall collapse occurred at the construction site of the Sandu Materials Sales and Purchase Center in Sandu County, Qiannan Buyei and Miao Autonomous Prefecture, Guizhou Province, resulting in 3 deaths and 7 injuries. (4) At 2:56 a.m. on March 17, an accident involving the collapse of a shaft wall occurred at the construction site of the Hutong Yangtze River Bridge in Zhangjiagang City, Suzhou Province, Jiangsu Province, resulting in 1 death and 5 people missing. (5) At 16:04 on March 18, during the construction of a retaining wall at the Mengyuan Rubber Production Plant of Nalongbu Yunnan Guangken Rubber Co., Ltd. in Mengla County, Xishuangbanna, Yunnan, a landslide occurred, resulting in 6 deaths and 1 injury. (6) At 16:30 on March 25, an accident occurred at the construction site of the Xingang International Center project in Hongkou District, Shanghai, when a formwork climbing scaffold fell, resulting in 4 deaths. (7) At 11:40 on April 15, an accident occurred at a construction site on Qingshan Highway in Datong County, Xining City, Qinghai Province, when the formwork was removed from a shoulder wall, resulting in 3 deaths. (8) At 15:10 on April 15, an collapse occurred at the construction site of a wine cellar being built by Nalang Wine Industry Co., Ltd. in Guangnan County, Wenshan Prefecture, Yunnan, resulting in 3 deaths. (9) At 11:40 on April 16, in the western area of Daya Bay, Huizhou City, Guangdong Province, during the cleaning work of a sewage tank at the second-phase construction site of BYD, one worker fell into the sewage tank due to lack of oxygen; three others were trapped while attempting to rescue him. The accident resulted in 3 deaths and 1 injury. (10) At 14:40 on April 19, an electric shock accident occurred at the construction site of the Meihekou Hongmei Grain Warehouse operated by Jiliang Asset Management Company in Meihekou City, Tonghua City, Jilin Province, resulting in 4 deaths. (11) At 17:55 on May 17, in Taiyuan City, Shanxi Province, an collapse occurred at the Second Metalworking Factory of Northern Machinery Manufacturing Co., Ltd. during the demolition of a building, resulting in 3 deaths and 6 injuries. (12) At 2 p.m. on May 21, in the Linjiang District of Weihai City, Shandong Province, an accident occurred during the installation of a tower crane at the Jinkaili Hardware City project constructed by Rongcheng Construction Group; the collapse of the tower crane resulted in 3 deaths and 2 serious injuries. (13) At 14:30 on June 4, in Nanwang Village, Shisu Town, Suning County, Cangzhou City, Hebei Province, an electric shock accident occurred during the process of reinforcing the shoulder of a rural road to the north of the village, resulting in three deaths. (14) At 16:20 on June 5, an explosion occurred while demolishing a shut-down chimney at the power plant of Shandong Tianyuan Thermal Power Co., Ltd. in Huantai County, Zibo City, Shandong Province, resulting in 3 deaths. (15) At around 10 a.m. on June 17, in Huoqiu County, Lu’an City, Anhui Province, a transmission tower collapsed during the process of upgrading the rural power grid by China Energy Engineering Group Anhui Electric Power Construction Second Company under the State Grid. The incident resulted in three deaths. (16) At around 2 p.m. on June 20, at the construction site for the civil works and metal structure installation of the lower reservoir at Anhui Jixi Pumped Storage Co., Ltd. in Jixi County, Xuancheng City, Anhui Province, a landslide occurred during slope construction, resulting in 3 deaths. (17) At 22:30 on July 8, an accident involving the leakage of wet soil occurred at the Tengda Construction site of the Traditional Chinese Medicine College on Line 4 of the subway in Binjiang District, Hangzhou, Zhejiang, resulting in 4 deaths. (18) At 6:40 on July 9, a collapse occurred during concrete pouring work at the fire pump room in the Enterprise Incubation Park of the Daguang Industrial Park in Zhaoyuan County, Daqing City, Heilongjiang Province, resulting in three deaths. (19) At 18:30 on July 15, an accident occurred involving a construction elevator at the Jinyu Lanwan residential complex in Longkou City, Yantai, Shandong Province, resulting in 8 deaths. (20) At 14:40 on July 16, an elevator at the Baijin Khan Mansion construction site in Jining District, Ulanqab, Inner Mongolia, collapsed, resulting in 3 deaths. (21) At 16:00 on July 19, in Yangpu District, Shanghai, an accident occurred at a construction site for a supporting facility in Block 18, where a wall collapsed during demolition work, resulting in 3 deaths. (22) At 22:00 on July 19, in Xiangfang District, Harbin City, Heilongjiang Province, 3 workers suffered poisoning and collapsed while entering a sewage pipeline inspection well as part of the Xinyigou remediation project; another 4 workers also became poisoned and collapsed while descending into the well to provide rescue. The accident resulted in a total of 5 deaths. (23) At 11:30 on July 23, an electric shock accident occurred at the Xingliang Branch Warehouse of the Gucheng Directly-Managed Warehouse for Central Reserve Grain in Hengshui City, Gucheng County, Hengshui Province, while construction work was being carried out outside the north gate, resulting in 3 deaths. (24) At 8:45 on August 1, in the Xinpu New Area of Zunyi City, Guizhou Province, the cover of a water supply project pool under construction collapsed, resulting in 8 deaths. (25) At 8:30 on August 2, an electric shock accident occurred during construction at Shanxi Jubao Jiding Co., Ltd. in Wanbailin District, Taiyuan City, Shanxi Province, resulting in 3 deaths. (26) At 18:10 on August 5, an collapse occurred in a tunnel of the Guizhong Drought Relief Project in Xingbin District, Laibin City, Guangxi, resulting in 5 deaths. (27) At around 3 p.m. on August 7, in Xinhua District of Shijiazhuang City, Hebei Province, an collapse occurred during construction work on heating pipelines by Xiling Heating Co., Ltd., resulting in 3 deaths. (28) At around 1:15 a.m. on August 15, an collapse occurred during construction work at the entrance to Shitouzhai in Hezhang County, Bijie City, Guizhou Province, resulting in 3 deaths. (29) At 20:27 on August 19, in Huairen County, Shuozhou City, Shanxi Province, an electric shock accident occurred during the installation of a gateway structure at the Hanlinzhuang Coal Washing Park, resulting in the deaths of three people. (30) At 18:30 on August 22, an accident occurred at the construction site of the Hongyun Jiangshan International Commercial and Residential Building in Langzhong City, Nanchong City, Sichuan Province, resulting in the death of 6 people due to the collapse of a formwork support structure. (31) At 16:20 on August 25, a scaffolding collapse occurred at the construction site of Borong Tianjie in Xingren County, Qianxinan Prefecture, Guizhou, resulting in 3 deaths. (32) At around 17:00 on August 30, an accident involving the collapse of a tower crane occurred at the construction site of Building 3 in Jinyuan Xindu, Yishui County, Linyi City, Shandong Province, resulting in 3 deaths. (33) At 13:35 on August 31, an accident involving the collapse of a city wall occurred at the construction site of the Ecological Civilization Well-Off Village project in Baozi Village, Lintan County, Gannan Prefecture, Gansu Province, resulting in 3 deaths. (34) At 9:17 on September 11, in Taihe County, Ji’an City, Jiangxi Province, a collapse occurred during the demolition of the abandoned Taihe Bridge by Jiangxi Rongda Blasting New Technology Development Co., Ltd. As a result, three people went missing and five were injured. (35) On September 13, an accident involving the collapse of a tower crane occurred at a construction site on Beihuan Cheng Road in Nong’an County, Changchun City, Jilin Province, resulting in 3 deaths. (36) On September 13, in Zhijin County, Bijie City, Guizhou Province, a mud surge occurred at the construction site of the Dagua Tunnel on the Zipu Expressway, resulting in 7 deaths and several people missing. (37) On September 15, an collapse occurred at the construction site for the power supply project of the Lalin Railway in Milin County, Nyingchi Prefecture, Tibet, resulting in 4 deaths. (38) On September 15, in Shenyang, Liaoning Province, a tower crane collapsed at a construction site in Heping New City, resulting in 3 deaths. (39) On September 18, an collapse occurred at a construction site for a water plant in the Sanhua Demonstration Zone Industrial Park in Xishui County, Huanggang City, Hubei Province, resulting in 3 deaths. 4. Road transport industry: 6 incidents occurred in February, resulting in 23 deaths. Six incidents occurred in early March, resulting in 21 deaths. In mid-March, there were 5 incidents, resulting in 29 deaths. One incident occurred in mid-to-late March, resulting in 5 deaths. Four incidents occurred at the end of March, resulting in 20 deaths, representing an increase of 3 incidents and 15 deaths compared to the previous period. Nine incidents occurred in early April, resulting in 33 deaths. (Shenghang 86) sank after anchoring in the Toumen anchorage, resulting in 3 deaths. (2) At 2 a.m. on March 8, within the jurisdiction of Zhoushan City in Zhejiang Province, a sand and gravel carrier (Min Ning De Huo 0520) lost contact while passing through the waters near the Hangzhou Bay Bridge; 7 people on board are missing. (3) At 5:35 on March 11, in the area of Binzhou City, Shandong Province, within the section between buoy No. 10 and buoy No. 11 on the Taoer River, a dump truck-type sand and gravel ship (carrying 7 people) sank, resulting in 2 deaths and 1 person missing. (4) On March 18, a fishing vessel owned by Wendeng City in Weihai, Shandong Province (Luwen Yu 53661) was sunk by a South Korean merchant ship in waters near 32 degrees 28 minutes north latitude and 125 degrees 00 minutes east longitude, resulting in 9 people missing. (5) At around 4 a.m. on March 25, within the territory of Nantong City, Jiangsu Province, a floating crane ship (Changlianhai Fu 66) sank near Float No. 1 at the Tiantian Gang Waterway overpass, resulting in 3 people missing. (6) In the early hours of May 9, within the jurisdiction of Jiangyin City, Wuxi City, Jiangsu Province, in the waters near buoy No. 62 on the Yangtze River at Jiangyin, the ship \"Xinhong 98\" collided with the ship \"Aizeku 11\", resulting in 3 people going missing. (7) At 13:06 on May 12, within Guanyun County in Lianyungang City, Jiangsu Province, 10 nautical miles off the shore at the mouth of the Guan River, the fishing vessel “Guanyu 60201” rented by the Xiangshui Wind Power Project Department collided with the construction vessel “Baolong 706”, resulting in 4 deaths and 3 people missing. (2) At 22:00 on April 2, in Shibei District of Qingdao City, Shandong Province, an poisoning incident occurred during the cleaning of debris from a reservoir as part of a river improvement project, resulting in 3 deaths. (3) At 21:40 on May 23, in Panzhihua City, Sichuan Province, at the new smelting substation in the power supply and distribution operation area of the Energy and Automation Center of Panzhihua Iron and Steel Vanadium Company, three people died from poisoning while conducting inspections in a cable tunnel. (4) At 16:00 on May 28, in Taishan City, Jiangmen Province, Guangdong, visitors at the Fenghuang Gorge tourist area fell into the water while going on a rafting trip, resulting in 8 deaths and 10 injuries. (5) At 13:35 on June 7, within the jurisdiction of Zhoushan, Zhejiang, a helicopter belonging to the East China Sea Branch of the Marine Bureau crashed 9 nautical miles east of Taohuadao, resulting in 4 deaths. (6) At 14:40 on June 9, in Dongying District, Dongying City, Shandong Province, 4 workers suffered hydrogen sulfide poisoning while repairing a sewage well in a flower bed at Wanda Plaza; as a result, 3 people died and 1 was injured. (7) At 1:40 a.m. on June 12, a fire broke out at a restaurant in Chengguan Town, Funan County, Fuyang City, Anhui Province, resulting in 3 deaths. (8) At 17:40 on June 13, an explosion occurred in a van at a gas filling station operated by Jieyuan Natural Gas Company in Qi County, Jinzhong City, Shanxi Province, resulting in 3 deaths. (9) At 20:30 on June 21, an electric shock accident occurred during ceiling welding work at a gas station in Dongying Village, Ruzhou City, Pingdingshan City, Henan Province, resulting in 3 deaths. (10) At 14:40 on June 29, an explosion occurred at Ningbo Renewable Resources Co., Ltd. in Zhenhai District, Ningbo City, Zhejiang Province, resulting in 3 deaths.
