Why does GB50160 state that process units and other facilities that may emit flammable gases should be located on the upwind side?

According to GB50160, “4.2.2 Process units, tank farms, loading/unloading areas, or plant-wide wastewater treatment facilities that may emit flammable gases should be located on the upwind side of the direction of wind with the lowest frequency of occurrence throughout the year, with respect to areas where people gather as well as locations where open flames or sparks may arise.” ”How should this sentence be understood? Wouldn’t it be better to place these facilities downwind?
He was referring to the upwind side of the minimum wind frequency. If it is the highest wind frequency, then it is on the downwind side.
