The content of the project proposal shall include: (I) Basic information on the project entity ; (II) Necessity and basis for project construction ; (III) Project name, construction scale, and main construction contents ; (IV) Preliminary plan for the site selection and land area required for project construction ; (V) Preliminary plan for the total project investment estimate, fund raising, and loan repayment ; (VI) Projections of economic and social benefits, including financial evaluation and national economic evaluation ; (7) Preliminary analysis of environmental impact, transportation, cultural heritage protection, labor, safety, health, fire protection, and energy and water resource consumption ; (8) Preliminary schedule for construction progress ; (IX) Conclusion. 2.
