Article 2.3.2 of the new regulatory standards – For carbon steel and low-alloy steel materials (steel plates, steel pipes, and steel forgings) used in pressure vessels, the phosphorus and sulfur contents must meet the following requirements: (1) General requirements for carbon steel and low-alloy steel materials: P≤0.030%, S≤0.020%; (2) For steels with a minimum standard tensile strength of 540 MPa or higher, P≤0.025% and S≤0.015% ; (3) For steel designed for temperatures below -20°C and with a minimum standard tensile strength of less than 540 MPa, P≤0.025%, S≤0.012% ; (4) For steel designed for temperatures below -20°C and with a minimum standard tensile strength of 540 MPa or higher, P ≤ 0.020% and S ≤ 0.010%. The question now is—how is the steel specifically designed for pressure vessels defined? Which standards apply to steels specifically designed for pressure vessels (other than GB713-2008, GB3531-2008, and GB19189-2006)? For example: the standards for steel pipes.
The interpretation of the new Code for Pressure Vessels specifies clearly that steels dedicated for pressure vessels refer to those grades that meet the following standards: GB713, GB3531, GB19189, GB9948, JB/T4726, JB/T4727; of course, GB 24511 also falls under this category. Some people say that GB24511-2009 \"Stainless steel plates and strips for pressure equipment\" is not included in GB150-1998; technical evaluation must be conducted after the new version of GB150 is released before it can be used. My understanding is that the steel specifically designed for pressure vessels should be a pressure-bearing steel material that can be used in the standards referenced by the vessel regulations. The referenced standard is in clause 1.10 of the dimensional tolerance specifications. Such as GB150, GB151, etc. In those books that provide explanations and answers to questions, the preface at the beginning states that they have no legal validity and should not be considered as interpretations of the regulations; rather, they serve as exemption clauses based on those regulations. . . . . It’s really frustrating.

In response to 6# zhxng, Document No. 86 issued by the Capacity Standards Committee has clearly stated that GB24511-2009 replaces GB/T4237 as the standard for steel used in pressure vessels
