How to read a pressure gauge like this?

Subtracting the black value from the red value in the outer ring gives the value indicated in the inner ring, which is the pressure difference.
It seems that black indicates static pressure, while red indicates pressure difference. I haven’t seen it either; it’s just a guess!
What does a differential pressure gauge mean? What is it used to measure?
This pressure gauge seems to be made of plastic; we supply our customers with ones made of stainless steel
