Two very basic questions: the elevation of the pipe bottom and the fixing of pipe supports

There are two basic questions that I would like fellow users to help answer: (1) In the process piping layout diagram, the elevation of the pipe bottom is indicated as BOPELXX.XX. My question is: for pipes with insulation, does this refer to the elevation of the bottom of the metal pipe, or rather the elevation of the lowest point of the pipe’s insulation layer? (2) For insulated pipelines, can the limiting stop block of the fixed pipe support be welded to the metal pipe through which the medium flows? If welding is not possible, how can it be ensured that there is no displacement between the insulation layer and the metal pipe?
