“The relationship between the scope of “flammable” and “explosive”

Pressure pipelines refer to tubular devices that use a certain pressure to transport gases or liquids. They are defined as pipelines with a maximum operating pressure of 0.1 MPa (gauge pressure) or more, carrying gases, liquefied gases, steam, or liquids that are flammable, explosive, toxic, corrosive, and have a maximum operating temperature equal to or higher than their standard boiling point, and with a nominal diameter of 50 mm or more. For example, in the definition of pressure pipelines given above, for liquid media, it is required that they be \"flammable\" or \"explosive\"; so are \"flammable\" and \"explosive\" redundant in this context? Doesn’t “flammable” include “explosive” as well? Can you give an counterexample?

Flammable substances: flammable gases and liquids; solids that are prone to combustion, can ignite spontaneously, or burn when exposed to water, such as sodium metal; as well as substances capable of causing other materials to burn, such as white phosphorus. Explosives: Substances that are prone to exploding when heated or struck, such as potassium nitrate and firecrackers.
