Leak in the valve packing at the base of the tank

How to deal with a leaking packing on the valve at the base of the acidic water tank? Can all the valves be closed before processing? Thank you, points for that
1. Tighten~~~ 2. If tightening does not work~~open the valve (gate valve or globe valve) fully~~replace the packing~~~
When replacing the packing, isn’t the valve closed completely? Will there still be leaks at the packing area after the valve is fully closed?
Drain the material, remove the old filler, and replace it with new filler
Valve stems with high machining precision can be fully opened to replace the packing under pressure.
