What is the maximum flow rate that can occur in air ducts? It’s not the economically optimal flow rate, but rather the highest flow rate within safe limits. The pressure range is quite wide, ranging from 0.1 to 25 MPa. Are there any standards that specify limits on the air flow velocity in such situations?

I’ve read the article; it’s from the air compression station design manual, and it shows the recommended flow rate, not the maximum flow rate within the safe range I mentioned.

There is no clear answer, as the safe range is a vague concept; flow rate affects pressure loss, pipe vibration, noise, and so on. It depends on one’s own choices, but it is recommended to refer to the economic flow rate.
A specific limit value for the safe flow velocity in pipelines has not been specified. I have indeed seen that a certain type of vortex flow meter requires the flow velocity not to exceed 0.3 Ma. Another point is that during air flow, when the flow velocity exceeds 0.3 Ma, compressible flow considerations must be applied.
