Do the pipes laid in trenches need to be considered as buried pipes? Is it necessary to use glass cloth or polyethylene tape or something like that?

The trench is a concrete trench; fine sand is poured in at the end. There is no soil around the pipes – is it still necessary to use five layers of oil and three layers of fabric?
