Container venting and pipeline sealed discharge

Everyone, I have a question: for CBD and HBD systems, the main discharge pipes are located at the top of the pipe tray. Why is it required that the valve assemblies on these pipes be placed at the lowest point, with the elevation increasing only after the valves? I’m a beginner; I hope everyone will be kind enough to offer some guidance.
The light blue tube was originally on the platform, but the reviewer requested it be placed below
