Issues with the airtightness test of safety valves

In accordance with the requirements of pressure vessel specifications, when conducting a airtightness test on a pressure vessel, all safety accessories must be installed (that is, the vessel’s safety valve must also be included in the airtightness test). However, the relevant codes for pressure pipelines do not specify such a requirement; it is generally assumed that the safety valve should be isolated or removed during the pipeline airtightness test. This results in a situation where, in a pressure system undergoing a leak-tightness test, if the safety valve is installed on the container it participates in the test, while if it is installed on a pipe it does not participate in the test. This is clearly unreasonable, as the hazards caused by a leak are the same regardless of where the safety valve is located. What do everyone think of this issue?
Every time we press the safety valve to check for airtightness, it leaks.
