Can carbon steel internal threads be directly screwed together with stainless steel external threads?

The root valve of the pressure gauge has internal threads made of carbon steel, while the pressure gauge and the two-valve assembly have external threads made of stainless steel. I wonder if the valve assembly and the valves can be connected directly? Since carbon steel and stainless steel cannot be welded, I wonder if the threads play a role in this?
The root valve and the pipe are joined by socket welding; the pipe is made of carbon steel, so it cannot be replaced. However, PTFE tape is wrapped around the threads when they are connected – is this a viable approach?
