What causes white clumps in the electric valve actuator?

There are five electric valve actuators experiencing this issue in a row. The pump rooms are quite dry, and each of them is well-ventilated; however, there is white crystalline deposit inside the actuators. I hope experts can help figure out what could be causing this problem
The ambient temperature is generally around 15-20 degrees
Check the seals from the conduit and valve stem to the actuator. Also, the gland should be sealed with a gasket. It is likely caused by a material leak; for reference only.
