Do pressure vessels necessarily require safety valves?

Pressure vessel, non-reactive vessel. However, nitrogen is required as a pushing gas; in this case, can a safety valve be installed on the nitrogen pipeline instead of on the container? When installing on a container, the properties of the material also need to be taken into account; for nitrogen pipelines, carbon steel is sufficient. Moreover, multiple identical pressure vessels can share one safety valve. It’s about the relationship between the steam separator and the jacketed reactor. But some people say that pressure vessels must have safety valves. Have any experts worked on this? Please offer some guidance.
Multiple simultaneous uses are definitely not allowed.

Any pressure vessel that is under pressure must be equipped with a safety valve, primarily to ensure safe operation and in compliance with technical standards.
