For scientific and technological achievements to move from the laboratory to industrial application, pilot testing is an essential step; yet it often becomes a link that breaks down due to high costs, significant risks, and difficulties in securing the necessary support. In Tangshan, Hebei, a brand-new demonstration facility – the Kailuan Chemical New Materials Pilot and Industrialization Demonstration Base (hereinafter referred to as the Kailuan Pilot Base) – is working to address these common challenges in this industry. Adopting an innovative model of \"enterprise-led investment, independent legal entity operation, and government support for development,\" this base aims to create an open \"four-chain integration\" platform that combines basic research, analysis and testing, process design, pilot-scale development, industrialization demonstration, and the incubation of high-tech enterprises. Currently, this platform has been successfully selected as Hebei Province’s only provincial-level pilot demonstration platform for the transformation of chemical industry scientific and technological achievements, and it is included in the list of concept validation and pilot platforms in the Beijing-Tianjin-Hebei region. Recently, a reporter visited the facility to explore its new approaches to facilitating innovation and transformation in the chemical materials industry. Overcoming Challenges: Working Together with Research Teams to Tackle Difficult Tasks The value of the Kailuan pilot plant lies far beyond merely providing a site and equipment. It is more of a deeply involved \"pioneer,\" working together with the research teams based there to overcome the difficult transition from the laboratory to industrial application. Lianyungang Kailuan Co., Ltd. relies on the strong industrial foundation of the Jing Tang Port Coal Chemicals Circular Economy Park as well as the technological innovation platform provided by its coal chemicals R&D center to vigorously promote the innovative development of the new materials industry through a model of \"one base and four chains\". Here, the Kailuan pilot production base serves as the \"one base\", while the four core industrial chains – high-end polyoxymethylene, nylon-based new materials, high-end polyesters, and special new materials – constitute the \"four chains\". The base and these industrial chains work together to tackle the key technologies required for industrialization. In the project for the synthesis of 2,6-naphthalenedicarboxylic acid and high-performance polyethylene naphthalate (PEN), the team at the Coal Chemical Engineering R&D Center, in an effort to break foreign monopolies over the technology related to high-end polyester monomers, spent over a decade starting from 2010 working on this task. Eventually, they succeeded in establishing a complete production process and developing a full set of pilot-scale manufacturing procedures, which laid a solid foundation for subsequent industrialization. In the expansion projects of the high-end polyoxymethylene industry chain, breakthroughs in details are even more crucial. To address the challenge of precise delivery of new catalysts, the research team at the Coal Chemicals R&D Center investigated more than a dozen types of precision pumps and found that the minimum inner diameter of domestic standard capillaries is only 0.5 millimeters, which is insufficient to meet the extremely low flow rates required by the process. The team shifted its focus to customized solutions, and ultimately, using electroporation technology, they created capillaries with an inner diameter of 0.2 millimeters. This resulted in a flow rate 64 times higher than before, effectively solving the problem of uniform mixing of the catalyst and the material. Empowerment: Building an innovation ecosystem of “one foundation and four chains”. As the core support platform for this ecosystem, the Kailuan pilot production base provides comprehensive support across the entire lifecycle and for all relevant elements for the four core industrial chains in the park, in terms of hardware infrastructure, cooperation models, technical collaboration, as well as talent and funding. This enables seamless integration of innovative achievements with industrial needs, as well as efficient transition from pilot production to large-scale manufacturing. In terms of hardware, the facility boasts complete R&D and pilot plant buildings as well as utility infrastructure; the supply parameters for 11 types of resources such as water and electricity are well defined, allowing research teams to move in straight away and focus on their research work. In terms of soft services, the base provides “full lifecycle” support covering technology, venue, procedures, financing, and logistics. Its partnership models are flexible and diverse, offering options such as \"equity investment,\" \"investment first followed by equity issuance,\" and \"technical services\" to meet the needs of different teams, thereby significantly reducing the barriers and risks associated with translating innovations into practical applications. A strong resource network is the core competitiveness of a base. In terms of scientific research and innovation, the Kailuan Pilot Plant has established joint laboratories with Peking University, set up a technology transfer center at the Macau University of Science and Technology, and forged close collaborations with various universities to bring in top expertise from outside. In terms of financial support, the platform has established a combination of \"industry investment platforms + large-scale funds + specialized innovation funds\" to meet the funding needs at all stages, from early-stage research and development to industrial expansion. In terms of talent development, a young operational team composed mainly of master’s and doctoral graduates provides professional support, and an open talent pool has been established through flexible recruitment methods and the joint creation of talent training centers. Results: Focusing on **strategically fostering future industries**, the Kailuan pilot production base has attracted 14 pilot production and industrialization demonstration projects, given birth to 2 technology-based companies, and undertaken numerous major provincial-level scientific and technological projects. All of these projects are closely aligned with **strategic and industrial weaknesses; for example, they involve developing pilot-scale production across the entire industry chain, from key individual components to PEN, as well as promoting the domestic production of polyphosphazene specialty materials. To strengthen and complete the industrial chain, this platform has collaborated with leading research institutions to develop new routes for the low-cost synthesis of adiponitrile, and has created a new comprehensive industrial chain that starts from high-end polyoxymethylene resins, moves on to high-strength fibers, and ends in functional textiles. Looking ahead to the 15th Five-Year Plan period, Kailuan’s coal chemical industry will drive the transformation of traditional industries toward higher product quality, greener and lower-carbon production processes, and improved overall efficiency, while fostering the development of emerging industries such as new materials and new energy. The Kailuan pilot production base will continue to rely on the \"one base and four chains\" approach, focusing on Hebei while serving the Beijing-Tianjin-Hebei region, in order to become a first-class pilot production base for chemical new materials in China. It aims to serve as a hub for key technologies in this field, an incubator for high-tech enterprises, and a place where talent in industrial technology innovation can thrive.
