Recently, Guangxi released the \"Action Plan for the Development of the Petrochemical and Chemical Industry (2025–2027)\」 (hereinafter referred to as the \"Action Plan\”), which aims to turn Guangxi into a green chemical industry hub oriented toward ASEAN, and to establish a **-level green chemical industry cluster in the Beibu Gulf region. 　　The Action Plan sets specific goals for the development of this industry over the next three years: by 2025, the output value is to reach 240 billion yuan, with the number of enterprises above a certain size reaching 800 ； By 2026, the output value is expected to reach 280 billion yuan, with the number of enterprises above designated size reaching 900 ； By 2027, the goal is to achieve an output value of 350 billion yuan, with the number of enterprises above a certain size reaching 1,000. 　　Guangxi will develop three major economic zones: a green chemical industry cluster in the Beibu Gulf, an industrial coordination belt across central Guangxi, and a special industry zone in northern Guangxi. The Green Chemical Industry Cluster in the Beibu Gulf is built around 6 major industrial parks, including the Qinzhou Petrochemical Industrial Park and the Beihai Tieshan Port Industrial Zone. It focuses on the development of projects such as integrated refining and chemical production as well as modern coal chemical industry initiatives, with the goal of creating China’s first modern coal chemical industry base located along the coastal areas ； The Pan-Guizhong Industrial Coordination Belt relies on 5 major parks such as the Qintang New Materials Science and Technology Park to develop fine chemicals, green high-end fertilizers, and phosphorus-based chemicals ； The Pan-Northern Guangxi Special Industry Zone focuses on 4 chemical industrial parks in cities such as Liuzhou and Hechi, aiming to develop new types of salt-based chemicals, fluorosilicon chemicals, pharmaceutical chemicals, and new energy materials. 　　In terms of promoting the upgrading of industrial clusters and chains, the Action Plan clearly calls for expanding the industrial clusters and chains related to basic raw materials, strengthening those related to advanced materials, and improving those related to specialty chemicals and fine chemicals. Efforts will be made to address the shortcomings in areas such as ethylene and PX, namely the \"three olefins and three aromatics\"; 20 million tons of additional refining capacity and 15 million tons of additional capacity for converting raw coal will be added. At the same time, development will be pursued in downstream areas involving high-end polyolefins, engineering plastics, biodegradable plastics and other new chemical materials, as well as specialty chemicals such as materials for new energy batteries and electronic chemicals. 　　Technological innovation has become the core driving force behind industrial transformation. Guangxi will establish a number of innovation platforms, focusing on accelerating the development of the Qinzhou Petrochemical Industry Technology Innovation Center. It also plans to set up pilot production bases in chemical industrial parks where the conditions are suitable, in order to promote the commercialization of scientific and technological achievements. Of particular note is the fact that the Action Plan explicitly calls for making progress in breakthroughs in AI-based intelligent technologies. It focuses on core areas such as research and development innovation And production optimization, aiming to develop AI models specific to the chemical industry. Six model applications for specific scenarios are to be created, so as to facilitate the practical application of digital and intelligent technologies in the petrochemical industry through these scenario-based applications. 　　Green and low-carbon development is a key highlight of the Action Plan. Guangxi will encourage enterprises to adopt advanced technologies for energy-saving renovations, develop a circular economy industrial chain, enhance the high-value utilization of waste plastics and waste rubber, and establish a **-level resource recycling base. Support the development of low-carbon industries such as bio-based materials. It also helps to raise the level of these industrial parks, standardizes the establishment of such parks and the admission of projects into them, with an emphasis on improving the layout of chemical parks in coastal, riverine cities such as Nanning, Qinzhou, and Beihai. Strengthen the development of infrastructure in chemical industrial parks to create smart parks. 　　In terms of project construction and enterprise development, Guangxi will advance a number of major projects on a targeted basis, while also carrying out targeted investment promotion. Focus will be placed on key areas to foster a group of leading enterprises that integrate the entire industry chain, backbone enterprises within such chains, as well as specialized and high-quality enterprises, in order to enhance the innovation momentum of the industry. 　　In terms of open cooperation, Guangxi will actively build cross-regional and cross-border industrial chains. By leveraging the advantages of the Western Land-Sea New Corridor and the ports in the Beibu Gulf, it will develop a model based on \"overseas resources + Guangxi-based processing + overseas markets\". It will also use the rules of RCEP to increase exports of chemical products to ASEAN countries. 　　To ensure the achievement of its goals, Guangxi will strengthen support in terms of various resources, providing assistance in areas such as land use, energy consumption, and emission quotas. It will allocate financial funds and special bonds to increase investment in this industry, create a favorable development environment, make full use of the role of industry organizations, and drive the petrochemical industry toward higher levels of sophistication, sustainability, and intelligence.
