There are circular towers passing through the steel platform; guardrails are not required here, but without toe plates, there is a risk that things might fall through the gaps during maintenance. How did everyone make their requests?
As defined in GB 4053.3-2009 Safety requirements for fixed steel ladders and platforms – Part 3: Industrial protective railings and steel platforms: 3.5 Protective railing components that are installed vertically along platforms, walkways, or other open edges to prevent objects from falling (or people from slipping out). They are all included with the guardrails, but since the equipment passes through the platform, there is no need for guardrails there; I’m not sure how to specify the skirting.

A ring made from a 50-mm flat strip will do; it’s not a strict requirement. If you want it to look better, you can add a waterproof ring to cover the baseboard

Some things have to be handled by the designers themselves...
Based on the outer diameter of the tower, the openings should not be too large. In this way, the object won’t fall through the gap. If the hole is already large, it can be plugged with a flexible material.
It’s not mainly about preventing things from falling (the platform even has a steel grating), but rather about personnel safety. If the distance between the edge of the opening and the outer surface of the equipment (including insulation) is too large, it can easily lead to people twisting their ankles or falling. Therefore, if this distance is 80 or more, a skirt should be installed; if it is less than 80, one is not necessary
My platform is designed in such a way that the flange sealing surface is usually above the platform surface; holes are made at a position that is D+60 mm below the platform, on the outside diameter of the flange. For holes made at a position that is D+100 mm below the platform, a ring that is 35–40 mm above the platform surface is installed around the edge of those holes.
