The steam heating temperature of the rake dryer never rises

I currently have a rake dryer with a tank capacity of 3000 L, heated by steam in the jacket. The current steam pressure is 0.5 MPa, but the temperature inside the tank doesn’t rise above 100°C – it stops increasing at that point. The desired temperature is 130°C. The thickness of the jacket layer is 15 cm. I need help! !
The jacket structure is very simple; it can be imagined as a horizontal reactor
Perhaps there are no guide plates inside the jacket; if guide plates were present, the steam would flow along them, and the heating would be much faster and more even!
