Notice from the Beijing Municipal Bureau of Quality and Technical Supervision on Adjusting the Validity Period of Licenses for Special Equipment Production Units in Beijing (Jing Zhi Jian Fa [2018] No. 27) In order to further deepen the reform of the administrative approval system and effectively reduce the burden on market entities, in accordance with the approval issued by the General Administration of Quality Supervision, Inspection and Quarantine regarding the pilot implementation of reforms related to administrative approvals for special equipment and elevator inspections in Beijing, it has been decided to adjust the validity period of licenses for special equipment production units in Beijing. The relevant details are as follows: 1. Scope of the adjustment: The validity period of licenses for special equipment production units (including design, manufacturing, installation, modification, and repair – the same below) issued in Beijing will be changed from the original 4 years to 8 years. 　　II. Methods of Adjustment (1) For newly applied special equipment manufacturing units Those that obtain the administrative license for special equipment manufacturing in accordance with the law are issued a license certificate valid for 8 years. 　　(II) For special equipment manufacturing units within the validity period of their license: 1. The validity period is extended from 4 years to 8 years, based on the original license date. Before the expiration of the 8-year license validity period, the administrative approval renewal shall be processed in accordance with regulations. 2. Prokaryotes are issued license certificates valid for 4 years, and there is no need to apply for renewal before their expiration. Special equipment manufacturing units may bring the relevant documents (see attachment, the same below) to the Beijing Special Equipment Inspection Center to go through the renewal procedures. Units that have exceeded the original expiration date of their license and have not gone through this renewal process must apply for a new license if they continue to engage in activities related to the licensed activities. 3. Those who have submitted an application for license renewal but have not yet completed the renewal process can bring the relevant documents to the Beijing Special Equipment Inspection Center to go through the certificate replacement procedures directly. 　　III. Relevant Requirements All special equipment manufacturing units shall strictly comply with relevant laws, regulations, norms and standards such as the Safety Law of the People’s Republic of China on Special Equipment and the Regulations on the Safety Supervision of Special Equipment, continuously meet the licensing requirements, standardize their production and business operations, strengthen self-discipline, improve the level of safety management, and effectively ensure the quality and safety of special equipment manufactured. 　　The quality and technical supervision authorities in Beijing will strengthen supervision during and after the process, and increase the frequency of random inspections after permits are issued. In cases where false information is submitted or other violations of regulations and laws are detected, the permits will be revoked or canceled in accordance with the law. Gradually establish and improve the enterprise credit system, combine regulation with deregulation, and create a market environment in the field of special equipment production characterized by self-discipline and fair competition.
