How many blueprints are generally required for the manufacturing equipment of pressure vessel manufacturers?

Previously, our company had several pieces of equipment that were manufactured by a machinery factory; we gave them three sets of blueprints. Later, they said that those weren’t enough and asked for more. How many sets of blueprints are generally needed in such situations? I think three sets should be sufficient – one set for the workers in the factory who carry out the manufacturing, and two sets as part of the documentation required for delivery. Are there any other requirements?
Three are needed for just one unit. For multiple units (n), the number of blueprint sheets is equal to n multiplied by 2 plus 1
The number varies among manufacturers, but generally there are 6 sets: one for the technical department, one for the process department, one for the materials department, one for quality control, one for the workshop, and one for archiving. (See the arrangements of various company departments)

One set is required for inspection, and the documents to be provided include two sets of as-built drawings per unit (one set for departure from the factory and one set for archiving). In accordance with regulatory requirements, design documents must also be supplied (including design drawings, calculation sheets, etc.). Therefore, at least four sets of drawings are needed per product, and copies can be used for production purposes.
It no longer matters whether they are blueprints or engineering copy drawings, but at least two sets of drawings bearing the design seal for pressure vessels must be available. The rest can be copied; as for who does the copying, it’s according to the agreement.

For large companies, even more are required; for example, one unit needs 6–7 sheets, and two units need 8–9 sheets each
