Spherical shell opening problem

Everyone, the upper and lower middle plates of the spherical shell should each be equipped with a small hole with a nominal diameter of not less than 500mm. What is the purpose or original intention of this regulation? Please answer.
I thought it would serve as a manhole and manhole.
I also think they are used for inspection holes and manholes.
