When is it necessary to use normalized steel for SA-516 GR.70?

At what value of MDMT does SA-516 GR.70 require normalizing? I only see that those with a thickness of over 40mm need to be normalized.
As far as I know, normalizing is necessary; in addition to MDMT, there are other requirements as well – for example, whether the medium is wet hydrogen sulfide, acidic, or some other harmful substance, or whether the client has any specific requirements of their own.
MDMT is a criterion for determining whether shock is needed.
For example: MDMT = -29°C. The medium is non-lethal and the plate thickness is 8 mm; why is SA-516 GR.70N required in this case?
In the situation you described, the ASME Section VIII-1 code does not require normalizing.
