Questions regarding fixed pressure vessels

Hello, teachers! In the Safety Technical Inspection Regulations for Large-Volume Fixed Pressure Vessels (TGS21-2016), Article 2 regarding fixed pressure vessels states that such vessels have a volume of 0.03 m3 or more and an inner diameter of 150 mm or more. In the Safety Inspection Regulations for Fixed Pressure Vessels (TGS R0004-2008), Article 2 regarding fixed pressure vessels states that the product of the design pressure and volume must be greater than or equal to 2.5 MPa·L. I would like to ask why there is a discrepancy between these two specifications – which one should be taken as the standard? Thank you!
TGS R0004-2009 has been revoked; TGS21-2016 is the current standard
It’s not TGS; it’s TSG. The 2016 version replaced the 2009 version.
