As shown in the figure, is the atmospheric pressure vessel determined based on the operating pressure or the design pressure?

Common containers are determined based on the operating pressure.
Regarding work pressure, values below 0.1 MPa are not within the scope of regulation; all three conditions must be met.
Whether it falls under regulatory oversight depends on the working pressure; whether it is all governed by GB150 and NB/T47003.1 depends on the design pressure. Of course, other conditions also need to be met.
Use the fixed volume gauge to check the operating pressure, and use GB150 to check the design pressure
It does not fall under the category of pressure vessels; pressure vessels require a pressure level of more than 0.1 MPa. Do not refer to GB150 – the requirement in that standard that the design pressure should be no less than 0.1 MPa is merely a constraint applied to the scope of that standard, and it has nothing to do with whether something is considered a pressure vessel or not
