After the issuance of the new regulations, no provision stating that \"pressure vessels must be inspected before being put back into use after two years of disuse\" was found. Is this requirement still in effect? A pressure vessel was inspected in 2016, with the next inspection due in 2022. It needs to be put into use now – is an inspection required?
If the cancellation procedures are not carried out using the registration certificate, the oversight agency will not be aware that you have discontinued its use, and therefore no regular inspection will be required

There is no such provision. Normally, true \"deactivation\" refers to the process of going through the written procedures at the authority responsible for registering the use of special equipment; if the deactivation period falls within the valid period for the equipment’s regular inspections, no further regular inspection is required when the equipment is reactivated.
This falls under the scope of application of TSG08-2017; Article 3.9 states this clearly: 3.9 Suspension – When special equipment is intended to be suspended from use for more than 1 year, the entity using it must take effective protective measures and install signs indicating that the equipment is out of use. Within 30 days after suspension, the entity must fill out the “Registration Form for Suspension, Scrapping, and Cancellation of Special Equipment” (format available in Appendix F) and inform the regulatory authority accordingly. Upon reactivation, the user entity shall conduct a self-inspection and go through the activation procedures at the registration authority ； If it has exceeded the validity period of the regular inspection, it shall be inspected in accordance with the relevant requirements for regular inspections.
