How to draw evenly spaced flange bolt holes at the mid-span?

If the container flange in the front view of the heat exchanger assembly diagram is drawn according to the flange schematic in the flange standards, then are the bolt holes in the left view of the assembly diagram centered or offset?
The bolt holes for container flanges and pipe flanges are generally arranged at the mid-span!
The flange bolt holes are all installed at the mid-span.
