There was no space for the outer fins, so they were placed inside the tubes: lol. There is one advantage to this: it prevents scaling and the accumulation of impurities on the outer tubes caused by the medium. It’s just for easy cleaning.
Generally, when gases under high pressure need to be cooled, internal finned tubes are required. It can reduce equipment costs.
