Regarding self-regulating valves

I would like to ask everyone for advice regarding self-regulating valves and instrument pressures. For example, a self-regulating valve requires an air supply pressure of 350 kPa, but currently only 100 kPa is available; I think it shouldn’t be able to function under such conditions, yet my supervisor says it can work, albeit slowly. I would appreciate some guidance
The input signal for pneumatic control valves is generally 20 kPa–100 kPa, with the air supply pressure at 140 kPa. The air supply required for the on/off valve is 350 kPa; for those without a return spring, an air supply of 100 kPa is also sufficient to operate it.
