III. Qualification Requirements for Bidders
For the procurement of 15U3 pipes for the relocation and upgrading project of Jiangsu JinKong Equipment XinHengSheng Chemical Co., Ltd.:
1. The bidder must be a supplier registered within the People’s Republic of China and possessing independent legal person status. Bidders should have the capability to supply the required materials. 2. The products supplied in the past three years have not experienced any major quality or safety issues during use, and have not been reported by the company’s safety or quality departments. 3. The bidder must not have had its business license revoked, or its relevant qualification (license, certification) documents revoked (cancelled, terminated, seized) in the National Credit Information Publicity System for Market Entities (Enterprises); it must not be listed on the list of enterprises with serious violations of laws and dishonesty and still under the penalty period; nor may it have any other circumstances that could affect its ability to bid and fulfill contracts ； The search on the “Credit China” website must not reveal any records of the individual being listed as a dishonest debtor by the Supreme People’s Court. 4. The bidders have successful experience in processing and manufacturing urea-grade 15U3 pipes with an annual production capacity of over 500,000 tons in the same type of project over the past 5 years. Different entities whose responsible persons are the same, or those that have a controlling or managerial relationship with each other, shall not bid for the same bid segment or for the same tender project that has not been divided into separate bid segments.
