Procurement Conditions: The funding for the 400 kt/a ammonia and 600 kt/a urea project carried out by Thirteenth Chemical Construction Company Limited and Xinjiang Zhongneng Wanyuan Chemical Co., Ltd. has been secured; thus, the conditions for bidding on Phase I Project (Section 1) of this project are met*. The tenderer is China Chemical Engineering 13th Construction Co., Ltd., and a public tender is now being conducted. 2. (Bid Section 1) (3) Procurement content and scope: Bid Section 1: Process pipelines and mechanical and electrical equipment in the conversion and gasification workshops of Phase I. 2.2 Planned duration: 60 days 2.3 Location of construction: Tashe River Industrial Park, Manas County, Changji Hui Autonomous Prefecture, Xinjiang 2.4 Requirements for construction quality and safety: Quality standard: Qualified. The materials, equipment, and construction methods used in this project must meet the requirements of **, industry standards, and technical specifications. 2.5 Other: None 3. Qualification requirements for bidders 3.1 Qualification requirements for bidders: Corporate qualification requirements: For this tender, bidders must have the status of an independent legal entity, and must possess the necessary capabilities in terms of personnel, equipment, funds, etc., to carry out the construction work; bidders should also have the appropriate qualification for carrying out labor-related tasks, regardless of the level of complexity involved. Qualification requirements for the project leader: The project leader must hold a second-level construction engineer qualification in mechanical and electrical engineering, possess a valid certificate indicating successful completion of safety production assessments, and shall not serve as the project manager for any other ongoing construction projects. Performance requirement: At least 2 projects similar to those carried out in collaboration with China Chemical Engineering 13th Construction Co., Ltd. in the past three years, or projects carried out in partnership with other subsidiaries of China National Chemical Engineering Group. Credit requirement: No adverse records in the past three years. Corporate credit rating: Not a person with poor credit history, and has a good credit record. 3.2 Bidders shall not be in any of the following situations: (1) Being the same person as the person in charge of another bidder for this project. (2) There is a direct controlling relationship with other bidders for this project. (3) Having a management relationship with other bidders for this project. (4) There have been the following serious adverse circumstances in business operations over the past three years: ① Being suspended, disqualified from bidding, or prohibited from participating in procurement activities by the industry regulatory authorities at or above the provincial level where this project is located, in accordance with the law. ②It is in a state where it has been ordered to suspend operations, have its license temporarily seized or revoked, its permits temporarily seized or revoked, or its qualification certificates revoked. ③Entering liquidation proceedings, being declared bankrupt, or encountering other circumstances that result in an inability to fulfill obligations. ④According to the company’s management requirements, those who are prohibited from participating in procurement activities and whose restrictions are still in effect. 3.3 Whether the project accepts consortia: Yes/No. The parties involved in a consortium shall, in accordance with their division of responsibilities as stipulated in the agreement, meet the corresponding conditions and requirements set out in paragraph 3.1 of this article ; None of the parties to the consortium shall be in the circumstances specified in paragraph 3.2 of this article ; The parties involved in the consortium shall not submit response documents on their own behalf, nor shall they participate in the procurement process for this project as part of another consortium.
