The materials, equipment, construction, etc., for this project must comply with the requirements of **, industry standards, and technical specifications. 2.5 Others: None 3. Qualification requirements for bidders 3.1 Qualification requirements for bidders: Corporate qualification requirements: For this tender, bidders must possess independent legal person status and have the necessary construction capabilities in terms of personnel, equipment, funds, etc. Qualification requirements for the project manager: Must hold a valid certificate of passing the work safety assessment, and shall not serve as the project manager for any other ongoing construction projects. Performance requirement: At least 2 projects similar to those carried out in collaboration with Sinochem 13th Construction Co., Ltd. in the past three years, or projects carried out in partnership with other subsidiaries of Sinochem Group. Reputation requirements: No adverse records in the past three years. Corporate credit: Not a person subject to dishonesty records; good credit history. 3.2 Bidders shall not fall under any of the following circumstances: (1) The person in charge of the bidder is the same as that of any other bidder for this project. (2) There is a direct controlling relationship with other bidders for this project. (3) Has a management relationship with other bidders in this project. (4) In the past three years, the following serious adverse circumstances have occurred in its business operations: ① It has been legally suspended, disqualified from bidding, or prohibited from participating in procurement activities by the industry regulatory authority at or above the provincial level where this project is located. ②Currently under orders to cease production and business operations; having their licenses suspended or revoked; having their permits suspended or revoked; or having their qualification certificates revoked. ③Entering liquidation proceedings, being declared bankrupt, or encountering other circumstances that result in an inability to fulfill obligations. ④According to the company’s management requirements, those who are prohibited from participating in procurement activities and whose restrictions are still in effect. 3.3 Whether the project accepts consortia: Accept Reject The parties involved in a consortium shall, in accordance with their division of responsibilities as stipulated in the agreement, meet the corresponding conditions and requirements set out in paragraph 3.1 of this article ； None of the parties to the consortium shall be in the circumstances specified in paragraph 3.2 of this article ； None of the parties in the consortium shall submit response documents on their own behalf, nor shall they participate in the procurement process for this project as part of another consortium.
