Expansion of Jiangxi Xinlianxin’s industrial chain/Adjustment of product portfolio/Completion of environmental impact assessment for slow- and controlled-release fertilizers

In February 2026, Jiangxi Lisheng Testing Co., Ltd. published a notice regarding the environmental impact assessment for the completion of Jiangxi Xinlianxin Chemical Industry Co., Ltd.’s projects to expand its industrial chain (Phase 1, Stage 1), the project aimed at adjusting its product portfolio (Phase 1), and the project to produce 1.2 million tons of slow- and controlled-release fertilizers per year. The industrial chain expansion project (Phase 1, Stage 1) of Jiangxi Xinlianxin Chemical Industry Co., Ltd. primarily involves the construction of a set of gasification and purification units for synthesizing 600,000 tons of ammonia per year, as well as a molten urea production facility; in addition, utility boilers will be built to enable an annual production capacity of 600,000 tons of ammonia. The molten urea produced will be supplied to the \"1.2 million tons per year slow-release fertilizer production project.\" The scope of this acceptance covers the construction work for the industrial chain expansion project (Phase 1, Stage 1), which will result in an annual production capacity of 600,000 tons of synthetic ammonia. The remaining unfinished units under the industrial chain expansion project (Phase I) – namely, two 100,000-ton per year DMF production facilities accompanied by 100,000-ton per year mixed diamine facilities, one 80,000-ton per year melamine production facility that also generates 480,000 tons per year of ammonium carbonate, one 200,000-ton per year 1,4-butanediol (BDO) production facility (including 100,000 tons per year of BDO, 90,000 tons per year of GBL, and 10,000 tons per year of THF), and one 100,000-ton per year N-methyl-2-pyrrolidone (NMP) production facility – are scheduled for construction in subsequent phases and are not part of this acceptance process. The product structure adjustment project (to be constructed in two phases) aims to adjust the destination of the syngas from the existing 60·52·40 project units, reduce the production capacity of the raw materials used for dimethyl ether production (while maintaining the dimethyl ether production capacity by purchasing raw materials externally), and increase the ammonia synthesis capacity. The first phase is designed to produce 300,000 tons of synthetic ammonia per year, with the sulfur recovery unit generating 4,796.064 tons of concentrated sulfuric acid as a by-product; the second phase is intended to produce 1.5 million tons of exhaust gas treatment agents per year. The first-phase project with an annual production capacity of 300,000 tons of synthetic ammonia consists of shift reaction, low-temperature methanol washing, sulfur recovery, liquid nitrogen washing, and ammonia synthesis; the shift reaction, low-temperature methanol washing, and sulfur recovery processes make use of existing facilities. The construction content of the 1.2 million-ton slow/controlled-release fertilizer project mainly includes the construction of new granulation towers and raw material mixing rooms.
