Do the trees in large pits need to be removed during site leveling?

There are many large pits in the site, with trees inside them (not those giant trees, you know). Should they all be dug out, or can we just ignore them and fill them in with soil?
Treat it according to the requirements of the land leveling purpose!
The trees are to be transplanted to the site designated by Party A; all roots must be removed, and the backfilling must be done in layers (30 CM each) and compacted firmly.
The ground-level backfill area must be free of tree roots or other bricks (stones); otherwise, it can lead to uneven settlement and affect the elevation of the equipment foundation. Of course, if it is simply used as green space after backfilling, that’s another matter.
Party A should request the removal; otherwise, a fine will be imposed

Removal of blocks, removal of debris, draining of water, excavation of mud… The requirements vary; it depends on what will be done after backfilling.
