How to assess the completeness of the analysis and evaluation work, the rationality of the assigned values, the accuracy of calculations, the feasibility of recommendations, and the standardization of reports has become an issue of great concern to all relevant parties and one that needs to be addressed urgently.

If the consequences of the accident are minor (GBT20438.1 Consequence B: multiple injuries or one death), it can be an independent department. An independent department refers to an independent safety assessment department that is not involved in the project by the design institute, or an independent department of the company that is not involved in the project. 4. If multiple deaths occur (consequences C and D of GBT20438.1: more than 1 death), it must be a third-party organization independent of the design institute or the enterprise.
