Truck vehicles issued with license plates by provinces, autonomous regions, and municipalities (including temporary license plates) are prohibited from traveling on roads within the Sixth Ring Road (including the Sixth Ring Road) from 6 a.m. to 12 a.m. every day. Furthermore, Hebei imposes strict controls on coal transport vehicles coming from places such as Shanxi, in order to reduce the proportion of coal transported by road. In order to establish an ecological and environmental support area for Beijing and Tianjin, Cangzhou City in Hebei Province will implement the strictest environmental protection measures. In addition to strictly controlling coal combustion pollution, industrial emissions, as well as dust and smoke pollution, Cangzhou will also put strict limits on pollution caused by motor vehicles (ships). By the end of September 2017, it is required that coal transported to the ports be mainly carried by rail, and the acceptance of coal delivered by diesel trucks for port use is prohibited. The establishment of the Shanxi (Yangquan) International Land Port Group, jointly funded by the Tianjin Port Group, Yangquan Coal Group, Beijing Railway Bureau, and Baidu Company, is a positive response to this situation; its significance lies not only in technical solutions but also holds important strategic value. It is reported that the Shanxi (Yangquan) International Land Port Group integrates port functions, international and domestic container intermodal transport, transshipment, and third-party logistics, enabling all aspects of logistics services to be handled in one go locally. In accordance with the requirement set by China Railway Group to ensure an average of 10 trains per day heading to Tianjin Port, Taiyuan Railway Bureau mobilizes its resources to facilitate the transfer of coal from Shanxi from road transport to rail transport, thus ensuring a continuous supply of coal. At present, no plans have been formulated for increasing railway capacity at Cangzhou Port in Hebei. However, this year it is expected that a large amount of coal that was previously transported by road to the port will be moved by train; some of this coal will be transported via the Zhangtang Line to the Tangshan port complex for shipment, some via the Daqin Line to Qinhuangdao Port, and still another portion via the Huangwan Line to Tianjin Port.
