Meeting on the Preliminary Design Review of Fuxin Coal-to-Natural Gas Project Author/Source: Date: 2017-03-15 Clicks: 49 Recently, a meeting to review the preliminary design of the Datang Fuxin Coal-to-Natural Gas Project was held in Beijing. More than 80 people attended the meeting, including representatives from Datang Group Company, Sino-Singapore Energy Chemicals Company, Fuxin Coal-to-Natural Gas Company, members of the expert group, design firms, and evaluation agencies. At the meeting, Liu Wanzhou, General Manager of Fuxin Coal-to-Natural Gas Company, presented an overview of the project’s progress on behalf of the company, while a representative from China Wuhuan Engineering Company gave a report on the project design. The participants were divided into four groups – process equipment, electrical instruments, utility systems, and cost estimation – to conduct in-depth discussions. The expert group generally agreed to adopt the project’s ‘Basic Design’ and ‘Revised Basic Design’, while also providing recommendations and suggestions to guide the project’s implementation. Liu Wanzhou said that he would instruct the relevant departments of the company to carry out the project construction in accordance with the experts’ guidance, striving to achieve high-standard completion of the project and high-quality testing. Finally, Chen Rong, Director of the Coal Industry Department at Datang Group Company, and Wang Heming, Deputy Secretary of the Party Committee and Deputy General Manager of Sinocenergy Chemical Technology Company, put forward requirements regarding the revision of the basic design as well as the progress of the Fuxin project. They instructed the company to supplement the relevant elements of the basic design in accordance with the review comments and to submit it to the group company as soon as possible ; Accelerate the construction of the Fuxin coal-to-natural gas project ; Drawing on the lessons learned from the first-phase projects of related organizations, and in accordance with the relevant guidelines for basic design reviews, relevant design firms are urged to modify and improve their designs to ensure that the project is environmentally friendly, economical and practical, as well as characterized by advanced levels of energy and material efficiency. Chen Rong, Director of the Coal Industry Department at Datang Group Company; Li Anxue, Deputy Director of the same department; Wang Heming, Deputy Secretary of the Party Committee and Deputy General Manager of Sino-Singapore New Energy Chemical Technology Company; Liu Wanzhou, General Manager of Fuxin Coal-to-Natural Gas Company; Zhou Congwen and Jiang Chengxu, Deputy General Managers of the same company, attended the meeting. After the Spring Festival in February 2017, and following three years of suspension of work and construction, the Datang Fuxin coal-to-natural gas project began to make preparations to resume operations. As one of the first coal-to-gas demonstration projects approved for construction by the National Development and Reform Commission, the Datang Fuxin coal-to-gas project is the slowest to make progress among the four projects (Datang Keqi coal-to-gas, Xinjiang Qinghua coal-to-gas, Inner Mongolia HuiNeng coal-to-gas, and Datang Fuxin coal-to-gas). On December 22, 2014, Datang Power Generation issued a statement stating that the company planned to sell its coal chemical business and had suspended the construction of the Fuxin coal-to-gas project; since then, there have been no reports of resuming work on it. The Datang Fuxin coal-to-gas project received approval from the **National Development and Reform Commission in March 2010, and construction began. The project is divided into three phases, with completion and operation originally scheduled for December 2014. The project aims to produce coal-to-natural gas using local lignite, which will then be delivered via pipelines to natural gas consumption markets in surrounding cities such as Tieling, Fushun, Benxi, and Fuxin. The production capacity is set at 4 billion cubic meters of coal-to-natural gas, with a total planned investment of 24.57 billion yuan. In June 2016, Datang Group transferred four assets, including its 100% stake in Datang Energy & Chemical Co., Ltd., to its wholly-owned subsidiary, Sino-Singapore Energy & Chemical Technology Co., Ltd., for a price of 1 yuan. These mainly include: the 4 billion cubic meter coal-to-natural gas demonstration project in Keqi, Inner Mongolia, operated by Datang; the 460,000-ton coal-to-olefins industrialization demonstration project in Dolun, Inner Mongolia, also by Datang; and the 4 billion cubic meter coal-to-natural gas project in Fuxin, Liaoning, carried out by Datang International. In December 2016, Datang Group introduced strategic investors for Sinocn Energy & Chemical Technology Co., Ltd.: China State Asset Management Corporation and China Chengtong Holding Group Co., Ltd.
