Environmental Protection Department of Jinfeng Coal Chemical Production Technology: Thoroughly examining the details to provide guidance for the company’s environmental protection and technological upgrades. Author/Source: Jinfeng Coal Chemical; Date: July 9, 2022; Page views: 14. On June 30, 2022, the General Office of the Ministry of Ecology and Environment issued Document No. [2022] 228, titled “Principles for the Approval of Environmental Impact Assessment Documents for Modern Coal Chemical Construction Projects (Draft for Comment)”. These principles further standardize the relevant requirements regarding environmental impact assessments for construction projects. The Environmental Protection Department in charge of production technology has provided a thorough interpretation of the approval principles; taking this as an opportunity, and in light of the company’s actual conditions, it has analyzed and predicted the direction for the company’s environmental protection-related technological upgrades. The “Draft for Comments” emphasizes coordinated pollution control and carbon reduction measures in key process stages, such as the capture, utilization, and sequestration of high-concentration carbon dioxide. The capture, utilization, and storage of carbon dioxide contained in the flue gases from our company’s coal-fired boilers and waste heat boilers used for gas production can serve as a direction for further improvements in environmental protection technologies; by producing liquid carbon dioxide as a by-product, it is possible to reduce carbon emissions and improve efficiency. New projects should make use of water-saving technologies such as air cooling and closed-loop systems wherever possible; in areas where conditions permit, recycled water and mine water should be given priority as sources of water for production. “\"Determining production based on water availability\" will be the direction for industrial development. The circulating cooling water system is the company’s largest water consumer, accounting for around 60% of the total water consumption. The cooling method used is primarily an open-loop circulating cooling water system; this method provides good cooling effects but requires a large amount of water. Adopting a closed air-cooled circulating cooling water system to replace the traditional \"industrial circulating cooling water system\" will be the direction for \"new construction, renovation, and expansion\" projects. For new and expanded projects, electric-driven equipment should be preferred, or use of centralized heating and steam supply in the industrial park should be adopted; in principle, no new coal-fired generating units should be installed. In the long term, the drive transformation of steam turbine units will become the direction for environmental protection technology upgrades. Gasification upgrading and transformation is an important direction for the strategic development of the company. In accordance with the guidelines for preparing environmental impact assessment documents as outlined in the \"Draft for Comments,\" the basic data must reflect the actual situation, be complete and accurate; the conclusions of the environmental impact assessment should be clear and reasonable, and meet the requirements set out in the technical guidelines for environmental impact assessment. The Ministry of Environmental Protection for Production Technology will pursue technological development in a scientific and prudent manner, guide the direction of technological advancement in environmental protection, and promote enterprises to save energy, reduce consumption, and cut emissions, thereby contributing to cleaner waters and skies.
