Baotou to Advance 64 Major Projects, with 40 Billion Yuan Invested in Coal Chemical Industry Author/Source: Huahua Network – Coal Chemical Industry Date: 2018-04-12 Clicks: 52 Recently, Baotou City in Inner Mongolia submitted 64 major projects for monitoring by the autonomous region; the total investment for these projects is 179.21 billion yuan, with 49.14 billion yuan planned to be invested this year. Among them: 50 major projects with an investment of over 1 billion yuan, and 14 major projects with an investment of less than 1 billion yuan. Of the 64 projects, 55 are ongoing projects with a total investment of 159.06 billion yuan; 43.84 billion yuan is planned to be invested this year ; 9 new projects will be established, with a total investment of 20.15 billion yuan; 5.3 billion yuan is planned to be invested this year. These include: the Coal-to-Olefins Upgrading Demonstration Project (Phase II) carried out by Shenhua Coal Chemical Co., Ltd. in Jiuyuan District, Baotou City; the 800,000-ton/year PE co-production demonstration project using a new calcium carbide-based acetylene chemical process developed by Bofa Rare New Energy Technology Co., Ltd. in Jiuyuan District, Baotou City; the Guoneng Coal-to-Ethylene Glycol Project in Tuyou Banner, Baotou City; and the construction project for a modern coal chemical equipment manufacturing base by United Energy in Tuyou Banner, Baotou City. The Shenhua Coal-to-Olefins Phase II Upgrade Demonstration Project was ranked first in terms of comprehensive indicators, and was thus designated as a key construction project to be promoted under the **NDRC’s ‘Plan for the Innovative Development of the Modern Coal Chemical Industry’. Taking this as an opportunity, once the second phase of Shenhua Baotou Coal Chemical Complex reaches full production capacity and its scale expands, the output of methanol will reach 3.8 million tons, while that of olefins will reach 1.3 million tons. At the same time, Shenhua will use the excess syngas from phases 1 and 2 to produce 600,000 tons of ethylene glycol. The tendering process for the environmental impact assessment services related to this ethylene glycol project, whose total investment amounts to around 5 billion yuan, is progressing smoothly. http://img.yf116.cn/image/img/20180412/142610519702.jpg The Shenhua Baotou coal-to-olefins upgrading demonstration project has been approved by the Inner Mongolia Autonomous Region Development and Reform Commission. The main scale of the project is a coal-based polyolefin plant with an annual production capacity of 750,000 tons. Of this, the annual production capacity is 350,000 tons of polyethylene and 400,000 tons of polypropylene, with a total investment in the project amounting to approximately 17.15 billion yuan. The project owner is Shenhua Baotou Coal Chemical Co., Ltd., a wholly-owned subsidiary of the company, and the construction site is located in the Jiuyuan Industrial Park in Baotou City. At present, the coal-to-polyolefins plant operated by Baotou Coal Chemical Company has a capacity of approximately 600,000 tons per year. Among them, the annual production capacity is 300,000 tons of polyethylene and 300,000 tons of polypropylene. The construction of the first phase of the 800,000 tons per year PE co-production demonstration project using the new calcium carbide method for acetylene-based chemical production, carried out by Inner Mongolia Baotou Bofa Rare New Energy Technology Co., Ltd. (formerly Baotou Shenwu Coal Chemical Technology Co., Ltd.), began in early 2017. The total investment for the first phase of this project is approximately 17.7 billion yuan. It is located in the chemical industry zone in the southwest part of Jiuyuan Industrial Park in Baotou City, to the south of the Shenhua Coal-to-Olefins Upgrade Demonstration Project. The environmental impact assessment application was approved in November 2016. The project primarily uses coal and limestone to produce the intermediate product calcium carbide, which is then used as a raw material to manufacture polyolefins and ethylene glycol products. The construction scope includes the main facilities such as a calcium carbide plant (comprising 6 preheating furnace units, 12 48,000 kVA calcium carbide furnace smelting units, a pyrolysis gas purification unit, etc.), a synthetic methane plant, a liquefied synthetic methane plant, an acetylene plant, an ethylene plant, a polyethylene plant, and a fuel gas production plant (including 5 fuel gas generators with a capacity of 40,000 Nm3/h). http://img.yf116.cn/image/img/20180412/142785202831.jpg http://img.yf116.cn/image/img/20180412/1427335205378.jpg http://img.yf116.cn/image/img/20180412/1427585207820.jpg The Guoneng Coal-to-Ethylene Glycol Project in Tuyou Banner, Baotou City, involves an investment of over 10 billion yuan; it is located in the Shangejia Chemical Industry Park within the new industrial zone of Tuyou Banner, covering an area of more than 1,000 mu. The supporting facilities include: Huiteng Energy’s 600,000-ton coal-to-ethylene glycol project, United Energy’s annual 720,000-ton liquefied natural gas production project, and the United Equipment modern coal chemical equipment manufacturing base. The total investment in Huitteng Energy’s ethylene glycol project is 8.89 billion yuan, with a production capacity of 600,000 tons of ethylene glycol per year. The project is constructed in two phases; the first phase requires an investment of over 4 billion yuan, and its main facilities include coal conveying systems, boilers, air separation units, pulverized coal gasification units, syngas conversion units, and methanol washing units.
