Recently, the Xinjiang Environmental Protection Department, in accordance with the relevant regulations regarding the approval process for environmental impact assessments of construction projects, issued a decision approving the environmental impact report for the 150,000 tons per year coal tar hydrogenation project undertaken by Xinjiang Hongye Chemical Investment Co., Ltd. It is reported that the coal tar hydrogenation project of Xinjiang Hongye Chemical Investment Co., Ltd. is located in the Yiwu Industrial Park (Comprehensive Energy Industry Zone), on the south side of Naomaohu Town in Yiwu County, Hami City, Xinjiang Uygur Autonomous Region. The factory covers an area of 246,500 square meters, with a total investment of 233.51 million yuan; of this amount, 29.3 million yuan is allocated to environmental protection measures, accounting for 12.55% of the total investment. The project is constructed in two phases: Phase 1 involves the construction of a coal tar pretreatment and distillation unit, with an annual production capacity of 150,000 tons for coal tar and its pretreated products. The main products designed to be produced are phenol oil and anthracene oil, while by-products include asphalt, raw materials for carbon black, and light oil; this phase has already been completed ; Phase II of the project involves the construction of units for producing hydrogen from pyrolytic gas and for hydrogenating coal tar; the hydrogen production capacity is 18,000 cubic meters per hour, while the annual production volume of hydrogenated coal tar is 150,000 tons. The main products intended to be produced are hydrogen, lightened coal tar No. 1, lightened coal tar No. 2, and hydrogenation tail oil. By-product materials include low-boiling-point gases, desorption gases, dry gas, liquefied gas, sulfur paste, and liquid ammonia. These units have not yet been built. Storage and transportation engineering includes tank farms, loading systems, and gas holders, etc. Auxiliary facilities include soft water plants, flare systems, gas transmission networks, as well as facilities for office and living purposes, water supply, drainage, heating, and power supply. Environmental protection engineering includes pollution control facilities for exhaust gases, wastewater, noise, solid waste, and environmental risks. Xinjiang Hongye Chemical Investment Co., Ltd. is an enterprise attracted to invest in the Hami region of Xinjiang. In 2008, it entered into a 40-year cooperation agreement with Xinjiang Guanghui Industrial Investment (Group) Co., Ltd., to carry out advanced processing of Guanghui’s downstream products such as tar, middle oil, naphtha, and crude phenol.
